Evolution Homes for Children and Youth (EHFCY) is a reputable Residential Treatment Center located in the Southwest region of the Greater Houston area. Our organization is dedicated to fostering the growth and development of both male and female children and youth, aged 5 to 17, within a supportive and nurturing environment. We strive to deliver a compassionate and stable foundation that enables these young individuals to acquire essential life skills, enhance their self-confidence, and prepare for a more promising future. Word from Dr. Cleo D. White, CEO, Ed.D., LMSW:

Our goal is to empower each child through personalized care that respects their individuality and promotes personal growth. We are committed to delivering services that foster emotional well-being, academic success, and essential life skills.

While our current focus is on providing services to girls aged 5 to 17, we are pleased to announce that as we continue to grow and expand our offerings, we will also extend our services to include boys in the same age group.

Dr. Cleo D. White, Ed.D., LMSW:

Dr. Cleo D. White, Ed.D., LMSW, has dedicated over 30 years to improving the lives of children and youth through a variety of roles in social work, education, and youth services. His career began in 1995 when he served as a Youth Residential Counselor with the Upward Bound Program, where he helped prepare high school students for college and supported their academic and personal development. This early experience solidified his passion for working with young people and guiding them toward brighter futures.

From 1999 to 2002, Dr. White continued his work with children as a Youth Residential Counselor at the John Tarleton Home for Children and Youth under the Knoxville County Government. Here, he provided counseling, mentorship, and support to youth facing challenging circumstances, further honing his skills in crisis intervention and youth development.

Between 2002 and 2014, Dr. White’s career evolved as he worked across several roles in child welfare and social services. As a Children Services Worker, Lead Children Services Worker, Social Worker, and Licensed Master of Social Work, he contributed to the well-being of children at Riverview Hospital for Children and Youth, Connecticut Children’s Place, and the Department of Children and Families in Connecticut. His work involved case management, therapeutic interventions, and advocacy for at-risk children and families, where he made a significant impact on youth in need of care and protection.

In 2014, Dr. White transitioned into education, continuing his work with children in a new context. He joined Fort Bend Independent School District, where he served in various capacities, including Substitute Teacher, Special Education Assistant Teacher, Special Education Teacher, and eventually Special Education Administrator. In this role, he focused on creating inclusive educational environments and supporting students with disabilities, advocating for their academic success and personal growth.

Dr. White holds a Bachelor of Arts in Music from Philander Smith College in Little Rock, Arkansas, which reflects his early interest in the arts and youth development. He later earned a Master of Social Work from the University of Connecticut, a Certificate in Urban Ministries from Hartford International Theological Seminary, and a Certificate in Urban Studies for Social Work Practice from the University of Connecticut. He also holds a Principal Certification from Lamar University and completed his Doctor of Education in Professional Leadership at the University of Houston, where he further developed his expertise in educational leadership.

Throughout his distinguished career, Dr. White has been a dedicated advocate for children and youth, utilizing his diverse educational background and hands-on experience to support the development, education, and well-being of young people. His work has spanned across social services and education, ensuring that children from all walks of life have the resources and support they need to succeed.

Crystal W. White, LMSW, RBT

Crystal White has dedicated over 30 years to improving the lives of children, youth, and adults with disabilities through a diverse and impactful career in social work, education, and behavioral services. Her professional journey began in 1988 when she worked as Residential Direct Care Staff for adults with intellectual disabilities with the State of Connecticut Department of Developmental Services. In this role, she provided direct support and care to individuals, helping them navigate daily living tasks and ensuring their well-being in residential settings.  In 1993, Crystal worked with the Maternal Infant Outreach Program (MIOP) with the Burgdorf Medical Clinic in Hartford, CT, where she gained valuable experience working with young mothers at risk for premature delivery by providing prenatal care education and case management services to young mothers the inner city of Hartford.

From 1994 to 2017, Crystal transitioned to a career in child welfare, where she served in multiple roles at the State of Connecticut Department of Children and Families. Starting as Social Worker Trainee, she advanced to Social Work Supervisor, and ultimately became a Licensed Master of Social Work. During this time, she worked with vulnerable children and families, offering case management, therapeutic interventions, and advocacy services. Her extensive experience in child protection and family support laid the foundation for her ongoing commitment to safety and well being of children and adults alike.

In 2017, Crystal expanded her career to the field of education, where she became deeply involved in special education. She first served as an Assistant Special Education Teacher before advancing to Special Education Teacher and ultimately Special Education Administrator at both Fort Bend Independent School District and Angleton Independent School District. In these roles, Crystal worked tirelessly to ensure that students with disabilities received the appropriate academic and behavioral support to succeed, championing inclusive practices and individualized learning strategies.

Since 2020, Crystal has also worked as a Registered Behavior Technician with Think Behaviorally, LLC, where she applies her expertise in behavioral interventions to help children and families manage and improve challenging behaviors. Her work focuses on implementing strategies to enhance overall quality of life for individuals with autism and other developmental disabilities.

Crystal holds a Registered Behavior Technician certification and a Licensed Master of Social Work certification in the State of Texas. Her educational background includes an Associates Degree in Early Childhood Education from Mitchell College in New London, Connecticut, a Bachelor of Arts in Psychology from the University of Hartford, and a Master of Social Work (MSW) from the University of Connecticut in Administration and Clinical Services. As part of her MSW studies, Crystal completed internships at the Connecticut Juvenile Training Center in Middletown, CT, and with the Connecticut Coalition Against Domestic Violence.

Throughout her career, Crystal has been a passionate advocate for vulnerable populations, consistently working to empower and support those in her care while promoting inclusion, independence, and dignity. Her wide-ranging experience in residential care, social work, education, and behavioral therapy has made her a well-rounded and compassionate professional dedicated to the betterment of both children and adults with disabilities.
